Glare is local overexposure — the light reflecting off a surface is so bright relative to the rest of the scene that the camera sensor records it as pure white. Detail that was there before the photo (an eye behind glasses, the artwork behind a frame, the product label under a glossy curve) is gone from the file. Manual editing tools like the clone stamp need a similar non-glare area to copy from, which often doesn't exist for unique objects.
